What does this PR do?

Updates the addons helm charts to the latest versions:

• spark_history_server 1.0.0 -> 1.2.0
• kubecost 1.103.2 -> 2.3.3
• metrics_server 3.12.0 -> 3.12.2
• cluster_autoscaler 9.35.0 -> 9.43.1
• aws_cloudwatch_metrics 0.0.10 -> 0.0.11
• aws_for_fluent_bit 0.1.32 -> 0.1.34
• aws_load_balancer_controller 1.5.4 -> 1.9.2
• ingress_nginx 4.5.2 -> 4.11.3
• kube_prometheus_stack 48.1.1 -> 65.5.1

I also pulled in the additional ecr public images defined in the kubecost values.yaml for EKS here: https://github.com/kubecost/cost-analyzer-helm-chart/blob/develop/cost-analyzer/values-eks-cost-monitoring.yaml

Motivation

as we're updating spark-operator and karpenter we can take a pass at the other addons
