ci: add spell-check local .cspell.json file

This PR adds spell-check workflow which can be used for merge requirements.

https://github.com/tier4/autoware-spell-check-dict

to https://github.com/autowarefoundation quickly and fork it under tier4 to not break existing dependencies?
We don't even need to fork it, github will automatically redirect.
