This PR sets up a documentation framework via sphinx as mentioned in #2, and also adds some basic installation and quickstart sections.
These docs can be generated by running
python setup.py build_sphinx.RTD webhooks would still need to be set up to cover all of #2 but this should move that in the right direction.
