chore: improve .goreleaser.yaml configuration

- Standardize quotation marks in `.goreleaser.yaml` checksums name template
- Add changelog configuration in `.goreleaser.yaml` with options for skipping, implementation usage, sorting, grouping by regex, and filtering out specific commit messages
