Problem

With the upcoming code freezes for the end of the year, we need a way to manage this for SXM.
Solution
Leverage CircleCI Jobs & Contexts to block PRs during code freezes and easily allow overrides. See PDR for more details.

Caveats/Notes
Tested here with code freeze activated, with/without PR label, with code freeze deactivated and with code freeze setting missing.
