Update jdk-21+ to latest bootstrapped DevKit build b03

DevKit build b03:

is the latest Adoptium DevKit built using the "bootstrapped" method to ensure independent 3rd party reproducibility.

This PR updates the jdk-21+ pipelines to use build b03 for Linux platforms x64, aarch64 and ppc64le.

s390x is handled separately: adoptium/infrastructure#3618
