Acceptance Rates of 1 when parameters fixed

When running PANSE with \alpha and \lambda fixed, the output acceptance ratios are 1 for the elongation parameters. Although this does not in reality effect parameter estimation as the current and proposed parameters are the same, this is still not appropriate behavior.
