✨ Caps update timelock error skip flag

This PR add a skip_timelock flag that allow to skip issue related to timelock on caps update.
It allows to do all the other checks and still see the calldata.

@MartinGbz Can you update the generator script adding a default value skip_timelock=false for the script command on the comments which is generated.
Also on the examples, can you append skip_timelock=false on the script command on comment so it is in sync too.
