What?

This PR adds a Storybook story for the PanelColorSettings component in the block editor, along with JSDoc addition and some adjustments to the README.

Testing Instructions

  • Start Storybook by running npm run storybook:dev
  • Open Storybook at http://localhost:50240/
  • Navigate to "BlockEditor/PanelColorSettings" in the Storybook sidebar
  • Test the stories

- Improved prop descriptions in README.md for clarity.
- Added JSDoc for PanelColorSettings props
- Added detailed controls for props with descriptions and types.
- Enhanced Default story with examples for Background, Text, and Link colors.
