What?
Adds a "All Template Parts" section in sidebar.
Why?
This is part of consolidating the index view for Patterns. While we are aiming to merge Patterns & Parts in a single category, it's unclear at this point what we can do for 6.5.
We need to support hybrid themes (classic themes that declare support for parts) and these access patterns through the wp-admin screen but templates through the site-editor screen. Migrating them to only use site-editor is in the works #52150
This is an intermediate step to unblock #60689 and continue progress. How/whether Patters/Templates can be consolidated will be revisited in a later step.
How?
all-parts.Testing Instructions
Visit the Patterns screen and scroll down to the Parts section of the sidebar. Click on the "All template parts". The expected result is that all parts are visible.
