YDA-6066: Adjust OpenAPI script for Py3 (WIP)

Update generate-openapi script so that it works
correctly with Python 3. Also extract functions for
code that was not yet inside functions.

WIP: intercept code for api.make function is not working
yet with Python 3, and does not pass type checking.
