First project MVP version, with all the intended functionality:

• Interface connected to all services to provide predictive and prescriptive services
• Patrol deployment planning interface
• Fairness measurement of predictions and deployments
• Use of fairness as an optimization objective
• Built on top of Flask-Admin, with full security functionality
