Github Action to mirror to Dgit

• requires dgit_wallet (which is arweave wallet with its contents pasted in secrets.DGIT_WALLET)
• requires Dgit branch as input
• requires remote URL for the dgit repo. You can get this from https://dgit.sh after creating a new repo
