Description

For some reason @dependabot doesn't seem to be updating all our dependencies. So I ran poetry lock to update everything we can to the most recent.

Motivation and Context

Good to have things as up to date as we can.

How Has This Been Tested?

Running tests in CI.

Checklist

  • I have updated the documentation accordingly.
  • All new and existing tests passed.

@jonathangreen : I merged a whole bunch of dependabot PRs before I saw this. Now there are conflicts. Can you reran when you get back?
