Previously, we assumed development could be on Linux, Windows, and macOS, but the deployment would mainly be on Linux. As we now have the new need to host Texera on Windows machines, we want to gradually include Windows and macOS in to the deployment tests.
this PR adds CI configuration for Amber and PyAmber to run on Windows and macOS, for future compatibility tests.
