전체환경에서 발생하는 예외들을 일관적으로 처리하기 위해 글로벌로 예외 처리를 하려고함

에러코드 정래멘토님 스프링킷에서 가져온거니까 각자 기능에 맞는 예외 문구 추가하면 될거같아요
