Adds the monitoringjob receiver in the collector distribution.
This receiver is intended to cover two complimentary use cases. First, as an open telemetry collector equivalent sumo logic's Script Source feature. Second, to enable the use of sensu-go-compatible monitoring job plugins with open telemetry and sumo logic.

This PR concludes the initial development phase of the monitoring job receiver, tidying up documentation, fixing a small found bug and including the receiver into the distribution.
