This PR sorts the course package list by title, then by version. The version is parsed to normalize it into an "a.b.c" version format where a, b, and c are integers.
This PR also upgrades to Elm 0.19.1 - which resulted in a bunch of ambiguous references needing to be resolved.
This PR is live on shattrath if you want to see it in action. Deploying it there, I caught a problem that the admin tool was not supporting the "FAILED" build status for a package.
