The "stage-instance-admin" is missing a different permission:

Response Body: {"message":"pods is forbidden: User \"system:serviceaccount:dno--jenkins-csb-smqe:stage-instance-admin\" cannot create resource \"pods\" in API group \"\" in the namespace \"dno--jenkins-csb-smqe\""}
