The previous implementation initialized the logger when importing `_config.py`, which is not always desired. This commit ensures that the logger is only initialized when the module is run as a script.
Adds a new file containing installation instructions for the Sublime Text plugin. This file provides guidance on configuring the Simplenote account username and password within the plugin's settings.
Added a message to be displayed when no notes are found in the Simplenote list. This provides a more informative user experience, guiding the user to either wait for synchronization or create a new note.
