use final common year across sectors as limit for p4b scenarios #60

It turns out that p4b can currently only process scenarios that have the same forward looking horizon across all sectors. We therefore opted to process the scenario data accordingly.
In effect:

  • gains automatic handling of final scenario year in p4b separately for market share and emission intensity scenarios
  • this keeps p4b EI scenarios end in 2050
  • technology pathway scenarios end in 2030 (as they did in the past year too)
