Adds ability to publish AzureContainerInstanceJob block as a azure-container-instance work pool

Implements generate_work_pool_base_job_template on the AzureContainerInstanceJob block to allow users to use an AzureContainerInstanceJobinfrastructure block to create a azure-container-instance work pool.
