Improvements: Switch to Biome, Updated workflow action versions, Angular 19 support

Description

Brings some general improvements to the project.

• Changed from prettier to Biome for faster performance (but same code styles)
• Updated Github workflow actions to avoid errors
• Updated to Angular 19 support
