This updates the chess template to use the new local wallet support added in PaimaStudios/paima-engine#250

Other bug fixes:

Timer no longer goes up and down to try and stay fully in sync with the chain (it can now differ by up to 4 seconds)
Resizing screen no longer breaks the timer values
ENV variables are now accessible in the frontend
BLOCK_TIME is now fetcher from env config instead of being hard-coded

TODO:

update once the latest build of Paima is on NPM
