Migrated changes from 3.9 to 3.10

1. Enabled the kayanta flag in common gate
2. Added the extra Env vars  for  few oes components 
3. Modified the scrpit of k8confingsync cm
4. Indentation fix for oauth
5. Updated the plugins path in oes gate secret
6. Removed data science as seperate microservice
