Added two new serial options:
- Command 23 "Brake at Stop" - pass value 1 to enable or 0 to disable (default). Brake at stop will "brake" the motors by shorting the terminals when they are stopped, this can help prevent a stopped motor from freewheeling.
- Command 24 "Drag Inner Track" - pass value 1 to enable or 0 to disable (default). When enabled the Scout will determine which motor is moving slower than the other and attempt to prevent it from turning any faster than desired by pulsing brief brake commands interspersed with the actual speed command. This can be used to compensate for freewheeling gearboxes such as the Taigen V2 when used on heavy, wide tracked model tanks that have difficulty steering.
