Put round check first. This fixes a test and it makes sense to let the caller know they were sending submissions for the wrong round, before telling them there was no controller for the current round.

This PR fixes the places in Timeboost that only allowed certain RoundTimingInfo parameters (ie round time 1 minute). Now there is a wider range of acceptable values, with validation.
This PR also fixes some unit tests that were broken.
