This PR:

Instantiates the main JSON in IBMAccelerator.cpp programmatically, instead of using brackets;
Enables the user to choose the desired primitive, i.e., sampler or estimator
Moves IBMAccelerator::updateConfiguration() from IBMAccelerator.hpp to IBMAccelerator.cpp
