This is a long overdue update to the IBM plugin, more precisely, the one that enables access to the IBM hardware. This PR:

  • Implements the basic functionality to access the IBM hardware through the Qiskit Runtime REST APIs
  • Removes deprecated pulse-related features and the LocalIBMAccelerator
