date length check error

Justin seems to have run into an issue when using the SCCS module where if you enter a start date but keep the end date "" it complains that the lengths are not the same. I believe you should be able to add a start only or an end only, so this seems to be a bug. Not sure whether this is due to the package or the module, but the error occurs when running SCCS, so my guess is there is a check in the SCCS package somewhere.
