Makes the language inputs in the translation service use an enum for dropdown selection. The supported languages are read the same way
getSupportedLanguagesused to work. I added support fordefineTypeto accept aPromiseforbaseParamsto do this.The only possible issue is that we'll have to change doc gen to wait for these promises to resolve. The easy solution is just to wait for a few seconds after starting the services server before running the docs builder, but this PR doesn't address that.
