Update QA status

Currently QA is not working because Card Creator QA is down. Any requests made from QA will receive a 503 error response. The team does not have any future plan to bring Card Creator QA back at this moment.

Update the error message for age limit and fix the Crowdstrike configurations

• Updated the error message for the youngest age to get a library card online from 13 to 12
• Installs Falcon Crowdstrike only on new Elastic Beanstalk instances.
