changes

1- The CI workflow from PR to push for conda publish and the branch (you can set this to upon PR to support ongoing CI enhancement tests)

2- A change in meta.yml (will be necessary as the change was temporary previously).
The CI pipeline needs to perhaps not rely on git_url so it can work off with the current runner directory. https://github.com/NOAA-GFDL/CatalogBuilder/blob/main/meta.yaml#L7
