1. Adds a new attribut 'newConsent' with type boolean to the callback - shows if the banner cookies are set with the ui or are already persistent within the cookie web storage.
2. fixes the callback, that was bugged with a static set of consents.

The file-structure in the zip file should be set accordingly to add it to the plugin repo without modifying much.
