Added Monthly StratCon Support Points Generation

If StratCon is enabled, on the first of each month Admin/Transport personnel will use their Administration skill to generate Support Points.

The creation of a Support Point requires they pass an Administration skill check (with no current modifiers). If passed they create a single Support Point. Support Points created in this manner are capped at 1 per Track. So a contract with 3 Tracks can generate up to 3 additional Support Points each month.

Campaigns with multiple active contracts will make rolls for the oldest contract first. Admin/Transport personnel are only afforded a single roll each month, no matter how many active contracts there are.
