perf: tweak db connection pool count #2288

Drops connection pool count to 20, double of staging values. DB does not seem like the bottleneck.
Also tweaks instance types:

staging - c2d-standard-16 -> 16 vCPU, 64GB
prod - c2d-standard-32 -> 16 vCPU, 128GB
