[WIP] attempt to strip down redundant build processes & build fix

Description

Here's an attempt to strip down all unnecessary/redundant build processes. The main thing I've done here is to remove the command executor and replaced it with @nrwl/js:tsc using the build command instead of _buildTsc

Time reduced to ✨ Done in 30.57s.

1. yarn build
2. DEBUG=true yarn test:e2e:node --filter=test-lit-action-1-sig.mjs
