UI changes to New Project page

a compilation of ui changes to the new project page listed out here:
Change Defous label to Defocus mags and changed diffuser option to 6
Change Meridian Flip to Observing Side
Change East Only to Ascending and West Only to Descending
removed close on block option
removed autofocus near tycho start option
removed generic instrument selector option
removed skyflat and screenflat options from imtype
moved additional details to advanced options
added bound 1 < < 5 to max airmass
