Fix to aperture photometry to correctly use diameter instead of radius #390

This PR fixes an error in the aperture photometry that we were using a given radius in arcsec when we should have been using the diameter. This fix should address Winkler's issue.

Using file tfn0m419-sq32-20240317-0186-e91.fits.fz as a reference, SEP produces a flux of 2920 +- 79 counts for source at 1195, 1200. Running this newly updated version using astropy/photutils we find 2826 +- 56 which is consistent to within 1-σ.
