One-line fix in hyperswarm-mediator changing an
importBatchto amergeBatchso that events are processed immediately after the import which fixes the confirmation delay on hyperswarm.The rest of the PR fixes an issue discovered during testing with the
create-challengeCLI command which was failing on an empty challenge.
