Updated development dependencies in `package.json` and added a Dockerfile for consistent environment setup. Enhanced GitHub Action for Azure Pipeline publication by introducing runtime testing and debug features. Additionally, implemented a polyfill for `Array.prototype.at()` for compatibility with the new KSM JS SDK.
- Bumped the version of the "keeper-secrets-manager" from 1.0.6 to 1.0.7. - Updated multiple development dependencies including @types/mocha and @types/node. - Added new development dependencies like dotenv, mocha, and typescript.
Comment out Docker setup and test steps in the publish.azurepipelineextension.yml workflow.
