Added 99.99.99 prefix in the title simply to get rid of a warning by GitReleaseManager which tries to derive version number from the milestone title by assuming that it contains a string similar to '{major}.{minor}.{build}'.

I am investigating why GitReleaseManager fails to close a release when running on AppVeyor and I want to rule out the possibility that the warning is the root cause.
