The RTLD_NODELETE flag breaks the memory semantics of plugins in a way that doesn't even benefit us, since we only dlclose() plugins after processing has finished. It was introduced as an attempt to prevent the double deletion of jout and jendl which clearly didn't work.
This fixes the incessant ODR violations
This had previously been blocked by the ODR violations
