Adds Postfix to HealthCardUtility_DrawOverviewTab checking if a FloatMenu exists with ManageFoodRestrictions as the last entry (aka when the manage food restriction button is pressed), and opens Dialog_Rules.
Removes Pawn_FoodRestrictionTracker_Configurable Prefix which removed the button.
Edited the button text to show the same wording as the Gizmo (this might need modified).
Removes a few NRE that have existed before, but not caught because the Rules couldn't be opened if a settlement didn't exist.
