Bump labeler action version.

A few comments:

• The labeler action is working now, as it can be seen in this PR 🚀. A big thanks to all those that made this possible (several people across repositories as seen in Github Action: pull_request_target not supported srvaroa/labeler#13).
• The labeler action creates the corresponding labels in GitHub if not already created when matches are found. Although this might mean less work is needed to create labels, it also means that a PR might create arbitrary labels if the configuration file is modified, and thus, less control. I would advocate for not creating labels if not already available in the repository:
  Avoid creating labels when the labeler matches patterns in the config file srvaroa/labeler#28
  We may want to wait until that is available before merging this PR

@thewtex In a slightly related note, the cron execution feature of the labeler is supported since version v0.7: the issue has been marked as resolved/closed (srvaroa/labeler#3).
