- This should make it easier for admins to adjust the height for best appearance depending on their server version
- Note that the max height is overridden if the player is within 50 blocks of the limit

Multiple server admin quality of life changes, including:
- Ability to disable update checks in the config
- /celeste reload command for reloading the config without needing to restart the server
- Fix for update checks alerting needlessly due to spigot API caching of version numbers
- Ability to disable shooting stars or falling stars in the config
- Debug mode config flag to see when shooting and falling stars fall from the server console (Careful, this may cause console spam if left on!)

- Added /fallingstar [player] and /shootingstar [player] commands that allow you to target specific players
- Made /shootingstar spawn shooting stars directly above the player rather than around them
- Added the ability to customize the text for "Make a wish!" that appears when a particular player summons a shooting or falling star via command
- Made the config generate by default, now that I am confident in the default values
