fix: enhance error handling to support third-party tools (tact-lang#509)

- Replaced consoleLogger with the new Logger
- Removed jest mock where consoleLogger was used
- Add `TactErrorCollection` type
- Add `-q`/`--quiet` flags to suppress compiler log output
