feat: add ability to turn off provenance attestations

Lambda image functions don't support the Image Index artifact that's created when provenance set to true (which is buildx default). Need the ability to turn this off.

rather than propose this I would suggest using components of the reusable workflow in the Arcgis module which is unusual compared to our standard builds
adding more flags to the reusable one is not what we want to support ongoing

I think the workflow Actions workflow should be renamed somewhat-usable-docker-build.yml
