addding the transifex config to translate the notifications according to: https://help.transifex.com/en/articles/6265125-github-installation-and-configuration

The PR-s can be grouped together by language and/or resource, vurrenlt set to both. Example PR: #4006
The transifex cli client (https://developers.transifex.com/docs/cli) cannot manage the pull requests, so proposing to remove that.
