feat: POC for NFC for Pay #3984

some notes:

I'm not seeing the payment confirmation when I'm testing with a local pay and the blink backend. I think it has to do with issues with the websocket for local dev. I had to hardcode the api of core behind a proxy to workaround the cors policies
it seems to be working fine otherwise. I've tested with swiss bitcoin pay and tiankii cards.
